Embsay with Eastby Parish Council’s Application for 20mph Signage – Update

The attached Application for 20mph Signage through both villages was submitted by the Parish Council to the North Yorkshire Highways Area 5 Office at Snaygill Industrial Estate in October 2022.

It was written to meet the criteria that North Yorkshire Council had formulated in their debates regarding 20mph limits as well as the Government Guidance on 20mph limits and zones. The primary requirement is for average speeds along the relevant roads to be no more than 24mph.

The 20’s Plenty Campaign has demonstrated that the majority of drivers do drop their speed to, or close to, 20 miles per hour where there is signage of a 20mph limit. ‘Signage only’ also avoids the building of noisy road tables, and the stop/start of chicanes.

In order to evaluate the Parish Council’s application Highways required a set of surveys to be undertaken and paid for by the Parish Council.

The nine surveys were completed by January of this year, the results were published in the Embsay & Eastby Post at the time and are shown again below.

Highways indicated they were busy but would provide their proposals after Easter. However they have missed that self-imposed deadline without making any contact with the Parish Council.

It is clear that the majority of the survey points indicate average speeds meet the 24mph requirement, it might therefore be expected that arrangements for 20mph signage will be put in place in due course. However the Highways Engineer’s initial reaction to the Application, before the data had been collected, was not supportive.
